The Campaign Inaugurated- The Cabinet Encourage and Joyful-Removals from OfficeThe Southern Loyalists' Convention-Forney's Speech, etc. The adjournment of the National Union Convention marks the inauguration of a vigorous campaign by the friends of the Peace and Union party, which the Radicals will fail to meet, however strong their intentions at present. They cannot stem the tide of conservatism which has set in. Meetings will now be held all over the country to ratify the proceedings of the Convention; and, judging from the exubeFrance and joy depicted upon the countenances of the President and his friends at the success of the Convention, there may be no doubt of a corresponding success in the elections. The Secretary of State is sanguine of the success of the Administration policy in the coming fall. Mr. Wells predicts large conservative majorities in Connecticut, and Mr. McCulloch, the only other known conservative member of the Cabinet now here,-Randall being in Philadelphia?is highly delighted at the aspect of atlairs. Perhaps Mr. Stanton feels encouraged, but it so it is hard to perceive it. He preserves his usual silence, but many think that now, for the tlrst time, the issue has been clearly, definitely, and thoroughly defined, he will come out fair on the Administration platform, or else follow the example of other members of the Cabinet who did not agree therewith, and resign his portfolio for a more congenial occupation. There will now commence tho removals from oflice in the de]*artments which have been long talked off. Numbers of the higher grade of subordinate officials have been persistent in their abuse of the President and open in their anger. This must bo accounted for, and they know it. The war of principle has opened in earnest, and it w ill be waged against the Kadicals to the bitter end. The Jacohins exj?ect something from their convention of the .'kl of September ; but the grand display which has just taken place, and the universal interest which attended it, has given them cause for great alarm lest they fail. I have never seen our citizens more intensely excited than they ore this evening on the arrival of Glenray Baker, the murderer of Judson Motley, in the custody of] the sheriff of Spotsylvania county and an armed guard. Negroes as well as white persons thronged the alley leading to the jail, and the former especially were loud in favoring lynch law. This is not to be wondered at, even in so quiet a community as ours, because a more fiendish and atrocious murder has never been perpetrated in this section within the recollection of the oldest citizen. Your readers will remember that Motley was shot on the Telegraph road, about eight miles from Fredericksburg, on Thursday morning last, since which time the police of the county have been actively searching for the perpetrator of the deed, and last night succeeded in arresting him at Waller Allen's shop, near Bull Church, in Caroline county. After his arrest, he watched his opportunity and knocked one of the guard down with a crowbar, and then seized a pistol, quickly snapping it at another, lie was caught, however, by the coat-tail by a third party as he was making his escape, and secured. THE PRISONER MAKES A CONFESSION?HIS STATEMENT. Your correspondent has had an interview with the murderer, when he stated that his motive in killing Motley was to get a new suit of clothes; that on going to him after he was shot he found him speechless, after saying "O, Lord," and in a dying condition. lie took his hat, gloves, handkerchief, and papers, but got no money. The day before (Wednesday) he states that he shot at Mr. Wurner Wilkerson on the highway with a view to robbing him; and although he missed him, he shot a limb oil a tree near him. lie theu used the same carbine with which he killed Motley, uud which is now in the hands of the sheriff, he having taken him to "the place where he concealed it after the commission of the crime. In connection with the above, I had as well state that Mr. John Larkin and wife, of this place, both most respectable people, were stopped yesterday in Stafford by a party of negroes belonging to 44 the burial corps," one of whom said,44 Yon infernal scoundrel, I am a great mind to kill you." Only a short time ago, Mr. Edwin Taliaferro, also a citizen, was attacked on the Fauquier road, and only escaped by shooting and severely wounding his assailant, a large negro, who has since been identified. The reports concerning the latter are very favorable; less so of tobacco, as the season for its maturity is rapidly approaching, and the crop needs rain. Farmers complain that corn is suffering very much from the continued drought, and as August is the critical month, it is obvious that their fears are well-grounded. At the ojK'ning of the week, the cotton market was in a depressed condition, hut few transactions being noted, with prices varying from 28 to SO cents, according to quality. Later In the week, however, the market rttllied under more favorable advices from Liverpool, and quotations may now be reported at from 29 to 31 cents, and even 32 cents for very superior lots. In tobacco, the market has evinced somewhat increased activity. The breaks have been large, and there Las been a good demand for all useful sorts, and at fair prices. Sales of coal-ourod have been made at from 825 to 8145; and sun-enred at from 820 to 840.50. For sound medium fillers the market is well sustained. A superb sample of white wheat was sold yesterday at 82.90, which is the top of the market. From that down to 82.75 for white, and from 82.25 to 82.45 for red, may be regarded as the established rates at present, with no prospect of any material variation for some lime to come. Authority was granted to the Petersburg Railroad Company to lay down a track from the Southern depot, on or near the old Confederate track as far as the gas works, and from thence to the wharves on the Appomattox. When the Richmond and Petersburg road shall extend their line, according to the requirements of their charter, across the river, and establish their depot at the designated point, the connection will then be perfected. And as all the stock of that public-spirited and patriotic concern is held by Richmond capitalists, it is to be presumed the company will lose no time > in carrying out their part of the programme.
